Here's my theory:
James does like Jessie but he can't possibly imagine her liking him back, so he pictures a life of confinement (see "Sweet Baby James") which is exactly what he ran away from ("Holy Matrimony"). Of course, he doesn't realize it wouldn't be one-sided, but Jessie's given him little reason to think otherwise (when is the last time she complimented him or thanked him?). Still, he constantly searches for her approval, so you can tell there's definitely something on his end.
Jessie doesn't confront her feelings at all because they've never been threatened (Except once, "Holy Matrimony", but James came back before she got the chance). Everytime there's a "fiancee" (Tomaku, Jessiebelle) Jessie just sees the other woman as a way to get rich and split. Even in "We're No Angels", Jessie would rather follow James back to that town than split up. It never even occurs to...
